Investing in Portugal's Clean Energy Transition Through the Golden Visa

Where Immigration Meets Impact
The Portugal Golden Visa offers investors a rare alignment: an immigration benefit, a financial return, and a meaningful contribution to one of Europe's most ambitious clean energy transitions. For investors who care about where their capital goes — not just what it returns — Portugal's renewable energy sector offers a compelling destination.
Portugal's Renewable Energy Ambitions
Portugal has committed to generating 80% of its electricity from renewable sources by 2030. The country already punches above its weight in renewables: in 2024, renewable sources accounted for over 60% of electricity generation. Solar energy deployment is accelerating rapidly, driven by Portugal's exceptional solar irradiance — among the highest in Europe — and strong government policy support.
The country's National Energy and Climate Plan (PNEC) has set aggressive targets for solar capacity expansion, and Portugal's grid infrastructure is being upgraded to accommodate increasing renewable penetration. This creates a substantial and growing market for solar energy investment.
Why Solar Energy for Golden Visa Investors?
Solar infrastructure investments offer several characteristics that align well with the Golden Visa holding period and investor expectations:
Predictable revenue streams: Operational solar assets generate revenue through power purchase agreements (PPAs) and feed-in tariffs. Once a project is built and connected to the grid, the revenue profile is relatively stable and predictable — far more so than venture capital or early-stage technology investments.
Tangible assets: Solar installations are physical, inspectable assets. Investors can see what their capital has built. This tangibility appeals to investors who want more than a line item on a balance sheet.
Policy tailwinds: Portugal's renewable energy targets create a supportive regulatory environment. Investments aligned with national energy policy are less likely to face adverse regulatory changes — an important consideration for a five-year-plus holding period.
ESG alignment: For investors with environmental, social, and governance mandates or personal values, clean energy investment satisfies the ESG criteria that increasingly matter to institutional and individual investors alike.
How It Works Through the Golden Visa
A CMVM-regulated fund focused on Portuguese renewable energy meets all three Golden Visa qualifying criteria: it is regulated by the Portuguese securities commission, it has a maturity of at least five years, and it deploys at least 60% of its capital into Portuguese companies and projects.
The investor's €500,000 qualifying investment goes into the fund, which acquires, develops, and operates solar energy assets in Portugal. The fund generates returns from energy production, and these returns are distributed to investors according to the fund's distribution policy.
For non-Portuguese tax residents (which includes the vast majority of Golden Visa holders), returns from the fund are not subject to Portuguese capital gains tax under current rules.
Tejo Ventures' Approach
Tejo Ventures manages CMVM-regulated investment funds focused specifically on Portugal's clean energy transition. Our funds invest in solar renewable energy and clean technology infrastructure across Portugal.
Our latest fund, SFFIII, targets an 8% net IRR with 4% net annual distributions commencing approximately 24 months after investment as assets reach operational status. Investors receive quarterly performance reports and have access to a dedicated investor portal.
We are the fund — not an intermediary. Our team manages the investment strategy, asset acquisition, and operational oversight directly. This means investors have a direct relationship with the people managing their capital.
The Dual Return
Golden Visa investors in clean energy funds receive two returns. The financial return: target yields from operational solar assets that generate revenue from day one of operation. And the immigration return: EU residency, a path to Portuguese citizenship, and a passport that opens doors across 180+ countries for your entire family.
Very few investment opportunities in the world deliver both simultaneously.
